A four-storey civic block faced in pale limestone features a repetition of vertical window bays, interestingly separated by full-height pilaster strips running the entire length of the building, except on the side where the full windows of the entry hall provide some relief from the severity of the external façade. Towards the left, the staircase interrupts the repetition. A blank attic course runs above on the fourth floor. The Pridnestrovian (Transnistrian) and Russian flags fly from the roof. Stripped, austere officialdom of the late-Soviet republican type.
